The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are issued from multiple capitals. Significant resources is allocated on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity afforded by current data. From observation points, military aircraft that had been dispatched to intercept incoming aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: several firings targeted at a incoming threat. This was a sophisticated defense system at work, probably provided by allied countries. Every deployment jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.

Persistent Threats

Soon after, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a defensive team – probably Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its destination.

With pauses, this persisted until dawn. Kyiv faced the early updates: seven people killed, destruction and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a need that regional partners are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, undoubtedly, continue.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to surrender the land that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, American administration does little to discourage Russia, through statements or actions, from thinking that the current condition will not change more in its advantage in the coming year.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but averting a complete military breakdown until conditions improve in its benefit.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a just a single week to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.

While new plans based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
