Nineteen of the Russian's 21 titles have been earned on hardcourt
A comeback Medvedev secured his first trophy for nearly 30 months with success over Frenchman Moutet in the tournament final.
The athlete, a former number one, has experienced a torrid period, managing just one match at the Grand Slams and experiencing a difficult moment at the American major.
Medvedev's inconsistency on the professional circuit - and issues with his serving in specific - resulted in him exiting of the elite rankings and eventually separating with long-time mentor his previous coach.
Now collaborating with Johansson and Rohan Goetzke, the tennis star has consistently advanced in the last few weeks - peaking in a closely contested 7-5 4-6 6-3 win over Frenchman Moutet.
It is his first championship after the Rome competition and maiden on a hard surface since March of the previous year.
Success also signifies he has won 21 championships at 21 different competitions.
"For the first time I am participating in a event with my two daughters at once, so to secure a championship is especially meaningful," commented world number 14 Medvedev.
"This victory is in dedication of my second daughter my daughter, because the initial championship I won when my first daughter my daughter was delivered was for her."
Medvedev, the former major winner, had failed in his past six finals, featuring in that event earlier this year.
The player's counter-punching play style and frequent outbursts on court had led observers to question if his ability to perform at the elite level was finished.
But the player has implemented adjustments in the last few weeks, striving to advance forward and perform assertively, reinforced by an enhanced serving game.
He came back from a break down in the initial set against the challenging Moutet, winning 4 of the final five exchanges to take the lead.
The pair traded break points in the second set before the challenger, bidding for his maiden ATP Tour victory, took control to push for a third set.
The opponent defended four initial break points in a tight third set before the champion won the break to 15 to serve for the match.
Fittingly, the winner earned victory with a rally at the net area, with Moutet incapable to manage a shot after two hours and 38 minutes.
